The launch of this City Development Plan will for the first time enable the City of Johannesburg to officially report to residents and other stakeholders how the newly elected leadership will execute their political mandate and fulfil their election promises for the period 2001/2002. Six months after the inauguration of the Mayoral Committee, the transformation process, which started with iGoli 2002, has now been consolidated and put into operation and the focus can shift to effective and efficient service delivery. New portfolio committees are in place and operational and the top management of council has been appointed. It can thus be said that the focus moved from transformation and restructuring to sustained good governance.
The City of Johannesburg's City Development Plan is the result of a process ensuring targeted, integrated service delivery - an approach to lay the foundation of the city in fulfilling its vision of an African World Class City by the year 2010. The City Development Plan is the Integrated Development Plan for Johannesburg, as is required by the Municipal Systems Act, and addresses all the functions and activities of council, aligned to the budget. It is thus not a wish list of what should be done, but an implementation approach which can be monitored by the city's stakeholders.
The City Development Plan was based on extensive internal and external consultative processes, numerous workshops and targeted public consultation sessions. Of particular importance is the six key strategic priorities identified, namely:
- Economic development and job creation
- By-law enforcement and crime prevention
- Service delivery excellence
- Good governance/customer care/Batho Pele
- Inner City, and
- HIV/Aids.
