6.1 Indicators internal to JDA performance
The JDA will maintain the usual range of measures to monitor its performance and efficiency. These include:
- Operational spending against budget, and efficient management of cash-flows
- Achievement of annual workplan, with quarterly progress reviews
- Maintenance of project budgets to parameters of delivery within quality (performance), time and cost
- Record of answering investment and public enquiries and follow-up
- Monitoring of staff performance and absenteeism
In addition, the JDA will monitor its operational, project-related and capital expenditure to measure 'affirmative spend' - the impact of its progressive procurement policy on goods and services form Previously Disadvantaged Individuals and Companies.
6.2 Impact Indicators
The JDA has developed its basket of impact indicators based on international experience, and to provide relevant measures to guide future action. Broad areas of impact are:
- Job creation: creation of quality employment opportunities for people.
- Job retention: a job retained is as beneficial as a new one created.
- Tax-base creation: a healthy tax base is necessary to maintain the public services and infrastructure that the local economy and residents rely upon; a healthy tax base, in turn, requires rising land values and business prosperity; in order to attract private investment.
- Increase in property values: economic growth and the maintenance of a high quality of living are the best guarantors of long-term property value growth.
- Less crime: crime is seen as one of the most important obstacles to investment.
- Increased business confidence.
- Larger residential population, particularly in the City Centre.
- '24-Hour City': An important focus of the JDA will be on the cultural/entertainment aspects of the city, including the Cultural Arc.
Each of these desired outcomes will have indicators or performance measures that will help the leadership of the JDA and its shareholders to understand where they are in relation to each desired outcome; in which direction current efforts and plans are leading; and how far they are from achieving the desired outcomes. The nature of these indicators is such that it provides the information that a community needs in order to maintain a renewal energy, and to assess and determine whether economic development efforts are really taking root.
The proposed indicators have been developed based on the following principles and criteria:
- Relevant - that they show interested parties something about the mission and performance of the JDA that they need to know
- Understandable - even by people who are not experts
- Based on reliable and timely information - that interested parties can trust the information that the indicator is providing, and receive it in enough time to address a problem
- Useable - that they help inform decision-making processes and at minimum initiate public discussion about issues
- Show links between economic, social and environmental aspects of the community
- Take a long range view of the community - recognising that the development initiative will not necessary yield all the desired outcomes in the short term
The JDA has developed baseline statistics from which trends can be measured.
The Key Impact Indicators are as follows:
- Entertainment: Annual attendance at key venues (Johannesburg Art Gallery; Standard Bank Art Gallery; MuseumAfrica; SAB World of Beer; Standard Bank Arena; Civic Theatre; Market Theatre; Ellis Park; Johannesburg Athletics Stadium)
- Property: Quarterly vacancy rates in A and B class office/retail property in the City Centre
- Housing: Annual number of housing units in the JDA target area by type (detached houses; semi-detached houses; flats)
- Building Plans: Quarterly count of plans approved and work completed for the JDA target area
- Valuation: Current valuation of ground and improvements in the JDA target area (based on 1996 valuation; to be updated in 2001, and annual surveys thereafter)
- Rates: Number and type of ratepayers, and value of rates collected for the JDA target area (quarterly figures)
- RSC levies: Amount collected relevant to job numbers and turnover (quarterly statistics)
- Crime statistics: Crime statistics for JDA target area (quarterly figures by police station area). Will be updated at end of SAPS statistics moratorium.
- City Centre Survey: Annual survey of businesses in City Centre, providing statistics on:
- Business confidence
- City life and image
- Economic health
- Safety and security
- Appearance
- Informal trading
- Transportation
- Public Environment
